The two societies shared geographical space and some political institutions, but to a large extent they had different institutions. One in particular, the Catholic Church, has already been mentioned. Jacques Monet, a noted historian of Quebec, explains how and why the church maintained itself after the 17608 in Lower Canada or Quebec: MONET: At first there wasn't any bishop, and then one was consecrated by going to France at the end of the war. But the main reason is that the British authorities wanted to reconcile French Canadians to British rule.
When the government tried to put through special guarantees for the Protestants in Quebec, there was a revolt of the back-benchers and the bill was withdrawn. It was only a couple of years later, in 1869, after long negotiations between the Protestants and the provincial government, that the government, because of the political and economic clout of the Protestants, was forced to agree to give guarantees to the minority in Quebec. BOTHWELL: The Confederation bargain should be remembered for two things.
What it boils down to is that any group which feels itself to have this cohesion also has a right to self-determination. If you really take this to its logical extreme, there are a lot of people out there who are waiting to be liberated and to achieve selfdetermination. It therefore becomes very impractical to link up these ideas of ethnicity, history, nationality, and the state, as has been done. BOTHWELL: Quite often in history, as in other forms of intellectual analysis, what seems to be a series of solid, demonstrable propositions, depending on obvious - we might call them 'normal' - definitions, turns out on closer inspection to be a mirage.
